Residents erupted at a Virginia Beach City Council meeting after the council voted 9-2 to sell Virginia Beach National Golf Club to a private developer that plans to build more than 650 homes on the property. The crowd booed speakers and shouted at council members during the heated hearing. Now, Mayor Bobby Dyer says he’ll propose new conduct rules for future meetings.
